Problem

Context
The World Bank needed to modernize teacher coaching programs in low-income countries, where connectivity is poor and digital literacy is limited. The use of paper forms caused weeks of delays and prevented managers from monitoring teachers’ progress in real time.

100% of observations recorded even in locations with more than 60% lack of continuous internet.
